This tutorial assumes that you have a working knowledge of PSP. I used PSP X3 to write this tutorial but it should work with other versions of PSP as well.

Legend:

[C/P = Copy Paste] [D/S = Drop Shadow default setting: 3 -3 58 7.92] [bg = background] [E or el = Element] [R = Resize ] [ S/F/D: Select All, Float, Defloat]
Unsharp mask Settings: 3 30 3 (Use after resizing if the image looks grainy or blurry)
 

I try to write my tutorials as plain and clear as possible, but if I get you confused (and, if I do, I am sorry) you can always refer back to the image we are making for reference. Also, this is just a guideline (I write where I place the elements ) but, feel free to move them around, or add different elements. Have fun and experiment, it is the best way to learn new things.
What we are Making:

Summer Lovin'
~~ New CT Tutorial for Digi Divas ~~

        Scrap kit Summer lovin' designed by Scrappin' with lil ol' me Cindy out did herself with this gorgeous taggers kit. There are 190 elements, 25 papers at 1000 x 1000 pixels,and 300 dpi. This kit is perfect for all your spring and summer layouts, scrap and tag projects. This kit is Personal Use friendly.
    The tube I used is Jeanette by ęStan Dudin. This tube is available at PFD. You must have a license and own this tube in order to use it for this tutorial. The font I used is Nouradilla and is a PTU font that is currently available free this week at Font Bundle here

Tutorial Instructions
    Background / Frame    
  • New image 800 X 800 Flood fill white
  • New Layer - select all
  • C/P pp 5 into selection
  • Mask - RD 113-1 merge group
  • C/P el 160 R 90% duplicate mirror flip
  • Merge down
  • C/P el 8 R 82%
  • C/P El 152 R 72% with selection tool - set to circle - draw out a circle a little over the inside frame
  • New layer - move under frame layer
  • C/P pp 23 into selection deselect
  • C/P tube as new layer (if using the same one I am) mirror resize 78% X 2
  • On paper layer under the frame select all float defloat
  • On tube layer invert selection hit clear
  • Duplicate tube change blend mode to multiply on bottom tube layer
  • On top tube layer Blur > Guassian blur 3
  • Apply filter Zero - Porcelain default setting (change blue to 0)
  • Close background layer and mask layer merge visible - R 90%
  • C/P E 135 R 48% move under frame layer to upper left
  • Open mask layer
You can now delete the white layer
Using Elements

Adding Elements - starting from bottom up
  • C/P el 1 R 58% move to left duplicate mirror move under frame layer
  • C/P el 171 R 68% X 2 duplicate move to right
  • C/P el 59 R 68% x 2 move to right
  • C/P el 127 R 68% move under and behind boat layer duplicate R duplicated image 80%
  • C/P E 25 R 68% X 3 left side
  • C/P E 129 R 34% left side
  • C/P El 10 68% X 3 left side
  • C/P el 6 R 58% move top of stairs to bottom half of frame -you may need to move the grass layers and boat around a little - refer to finished tag for placement if you need to.
  • C/P el 186 R 48% X 2 place on 2nd step to left
  • C/P el 83 R 82% move to left
  • C/P E 3 R 90%
  • C/P E 92 R 48% X 2 move to left duplicate mirror
  • C/P E 51 R 65X2 move between the 2 blue flowers, drag under 1 of the blue flowers place the blue flower on top of but to the right of the gold flower merge these three elements
  • Copy paste as new layer
  • C/P E 113 R 50% then R 80% move to right
  • C/P tube - if using the one I am - R 65% X 3
  • the copy of the three flowers that we merged a few steps back - bring that layer atop the tube layer place by her legs R 68%
  • C/P el 157 R 52% X 2
  • Copy your mask layer
  • Resize now if you want a smaller tag. (I generally resize my tags to 650px )
  • Close mask and background layer (if you have not deleted it) merge visible
  • Now paste the copy of your mask as a new layer
  • Move mask layer under tag and resize by 95%
  • Add your copyright info and you are done except for adding your name
  • Save as PNG and you are done
